Human nature. Expect the worse, hope for the best.
Think about who moves the market price. It's the market makers and the whales. They provide the liquidity. When they see fear at 10 they think "no buyers". They need to then entice buyers to come in so they have the incentive to pump the market up but not to high. Just enough to trap people and then sell on them again and dump the market.
