How i always understood the "voting" within bitcoin works, for bigger changes and forks are the nodes.
So not necessarily the miners it self, but it assumed that every miner "person" has a own node, in wich you either yay of nay the vote for forks.
Even if the developers push a update. But the majority of the network says nay, the "BiP" wont be implimented on the network.
Now small note last time i checked this was 2013 so not sure or there were any changes to this mechanic of "voting".
