Why are you advocating for government intervention? The depositors all knew that the onus to insure their money beyond $250K is on them. These are not "regular people" that lost all of their money. These are corporations and wealthy depositors who gambled on not insuring their funds. It is common knowledge that the FDIC is on the hook for only the first $250K. Everybody knows this. If you're fortunate enough to blow that cap then you must distribute it or insure it. What the depositors did is akin to driving without auto insurance and hoping not to crash. Now, because of what the government did (and you are advocating), the FDIC insurance actually means nothing. They'll insure all depositors everywhere, and that's not capitalism. You're right that the whole system is a massive Ponzi scheme and that's why we're converting as much fiat to Bitcoin as possible, but the depositors know this too. They took a chance, it failed, and now we're (once again) on the hook to make them whole. What is needed is a genuine correction in the banking industry. Yes, it will hurt "innocent" depositors, but they should have insured or distributed their funds.
